As a retired court reporter, required previously to write every FP I heard, I definitely plan to return and read more about this phenomenon.

I immediately liken a spoken FP to the loading of a web page on your computer.  It goes along loading noisily, pauses, fills the pause with partial graphics, continues to load, pauses, fills the pause with further graphics, et cetera, ad nauseum.

I like your analogy between speech hesitations and the loading of a web page.   No doubt you could carry the analogy pretty far comparing more 'fluent' web pages (i.e., Yahoo) with less fluent pages.  One might even note different techniques to reduce hesitations:  keep it simple, work on it until it flows smoothly, etc.
